✅ Basic Eligibility
- Alaska resident for the full prior calendar year
- Intent to remain in Alaska indefinitely
- Not absent from Alaska for more than 180 days
- No felony conviction during the year
- Not incarcerated during the year
- U.S. citizen, national, or qualified alien
